Mentor analyst Nazarko has expressed optimism about the recent arrests made by SPAK. Invited to the “Opinion” column in News 24, he said that the recent operations are showing that they are trying to end impunity.
Regarding the way politics is reacting to these arrests, Nazarko said that Rama is seeking to show that he can break away from corrupt people, part of the belief that he survives by reinventing himself.
“It is clear that after these operations, given the nature of the criminal offenses that have been hit, the tenders organized by the ministries or municipalities that have been led by the socialists, it will have to be understood that these types of operations create a kind of fear in those officials who regardless of their level be more careful. This is the first positive effect of these operations. The second effect is the bravery of the executive by those who are the body of criminal prosecution who begin to feel encouraged to act even against powerful political persons. The third is the end of the impunity culture of innovation. Someone who did a tender a few years ago like the one rumored to be in police uniform must have thought he is unpunished. This is where it happens that someone who has dared to do so is being punished. In terms of the reaction of politics, there is a positivist way of looking at what is happening that is related to the development of the third term, with the way Rama conceives the development of this mandate. Rama has the ability to reinvent himself and part of this would be the separation from those who have guaranteed him victory in these elections, people who have political power as local elected officials, directors, mayors who due to long stay in power and the lack of oversight of the opposition that has been removed from office in the last 3 years, have been strongly corrupted. “If Rama will demonstrate that he can and will break away from them, then this is a good sign for us as well.” – said Nazarko.
Asked how Prime Minister Rama can break away from these elements, he said that the Prime Minister is enough to let law enforcement institutions work. So far he is aiming to distance himself as uncompromising in any of the SP’s misdeeds.
“Rama and every politician of his size works to cultivate his place in history every day and in this egocentric image, you understand that he is speaking in order to keep this image as high as possible, and to show that he is detached from negative phenomena. Max can show that he was guilty of tolerating them, but not that he is the author and instigator. This is Rama’s approach, he will show that there is distance that does not compromise him. Therefore, it is communicating with the institutions that have been most affected, the police, local government, etc. So, it looks like a catharsis, it is a self-cleansing effort, where Rama gives a role to the Socialist Party as a party that knows how to cleanse itself from the old criminalized connections created by the long-lived power “expressing optimism that” something good, minimal progress can to happen in this country mentioning the fact that the prime minister does not have full influence in the institutions of justice, because sovereignty in them, that is, control is shared with foreigners.
“We will have to go with the theory of minimal progress. The ideal would be to have a rotation, every 8 years at least and the rotation is necessary to break the old ties that are then criminalized, but in these conditions where the SP has shown that it can be confirmed for the third time the interest is for it to self-cleanses. SPAK, BKH are institutions where power over them is shared with the Americans. “The prime minister’s influence on them is not 100% and this is a good sign that something can change in this country, out of the control of the executive.” said Nazarko
He further expressed confidence that the arrests made will go to higher levels saying that we should see the glass half full and not half empty. Addressing the opposition, he said that it should have confidence in the institutions of justice and give up denunciations from party rostrums, but make procedural denunciations and let the institutions work.
Referring to the level of arrests, he said: “We have to imagine that they took these actions being protected by someone above them who has shown no trace so far. The picture is not complete yet. The scheme that the state functions, which catches the rabbit by cart, is to catch someone who has the responsibility of the firm and then to show who ordered it. I believe we will have arrests at other levels. “These are operations that have been conceived so that the responsibility goes higher than it is so far.”
“Until now, to my knowledge, the police have not had within themselves a group of experts who pursue economic crime. One of the features of the Justice Reform is that it has detached the prosecutor from the centralized management, has given power to a simple prosecutor, has created investigative institutions, with guarantees, salaries, great protection and these features promise that in decision-making will have autonomy. So far SPAK has acted relying on the police but later we will have to cooperate with controlled bodies that do not depend on the central government. These are the innovations of Justice Reform. We are in a situation where we have to see the glass half full and not half empty. There is minimal progress. Some of those arrested have their contribution to the victory of the SP. This has not given them immunity. Given that the opposition has not been in any institution, this is a minimal progress. “There are some positive approaches from the Kosovo government before this round. The problem is that this reciprocity is not complete. Despite what is required, reciprocity has not occurred. Ethnic cleansing is affecting every element of life, in investments, the construction of Albanian schools, in fundamental rights through the passivity of addresses specifically. Someone who makes such a report to Serbia as Sonja Biserko – it is impossible to conceive that she has a counterpart in Albania – should be honored. But while a report like this is being published, what has happened that has silenced politics in Albania and Kosovo? ”– said Nazarko.
“Our policy talks about the 8000 Bosniaks killed by the Serbian genocide 25 years ago, and does not talk about the 8000 Albanians who are ethnically cleansed from 2011 onwards in Serbia, with ethnic cleansing techniques that have made Albanians invisible. “They are hostages to the dialogue, but no one is talking about them.” – said Nazarko.
