SPAK discovered and led behind bars eight officials and former officials of the Ministry of Interior and one under house arrest, headed by the former head of the Centralized Purchasing Agency, Edlira Naqellari, in connection with the tender for state police uniforms.

There is a mismatch between the production logic and the price offered as in the case of the long-sleeved shirt that costs less than the short-sleeved shirt, the men’s shirt costs more than the women’s, the motorcyclist’s suit costs less than patrol suit.
Three-quarter sweatshirts cost less than short sweatshirts, winter boots cost half as much as tactical shoes. Higher price bids are also observed when the quantity of production is greater, which in the manufacturing industry for higher volumes lower prices are offered and vice versa.“Writes Veliu.
Also, SPAK further says, Veliu has attached to the letter addressed to Naqellari the table of offered prices “incorrectly by the procurement unit“It is further stated.

In response to the concern raised by the General Director of the State Police Ardi Veliu on September 1, the Concentrated Purchasing Agency tells him that the conclusion of the contract is the responsibility of the contracting authority itself.
This was the last official communication between these institutions according to the file and then the contract was concluded, which according to SPAK has some violations and for this reason 9 officials ended up under indictment, while 8 are behind bars.
