The SPAK investigations that led to the “house arrest” of the former Deputy Minister of Interior, Rovena Voda, had started for a group of traffickers, but then were separated in another proceeding.
During the wiretaps that were being carried out in the framework of this proceeding, the lawyer from Durrës, Majlinda Hasani, appeared on the scene, and then there were reasonable doubts about the involvement of the senior official in illegal influence for a job in the administration. The continuation of the investigation in the separate proceedings by SPAK, revealed that Voda had received a sum of almost 2 thousand euros from Florida Beu and Majlinda Hasani, currently under “house arrest” for Beu’s employment in the ministry.
According to sources from the Special Prosecution, Florinda Beu and lawyer Majlinda Hasani were intercepted while discussing to give a sum of 1 thousand euros to the former Deputy Minister of Interior, but there is no conversation where Voda has asked for any benefit. Keeping under surveillance, has proven that Voda receives an envelope from the two women investigated, however it does not appear what was inside.
It is learned that in the subsequent wiretaps, Beu and Hasani express concern that the amount given was small and for this in another meeting it is suspected that they gave a mobile phone to the former minister. In the third episode, former Deputy Minister Voda took a box of fish in the port of Durres, which is suspected to have been ordered by one of the other two suspects. On the other hand, it turned out that Florida Beu has applied for several positions in the ministry, but has not even passed the first stage of the competition and has not won a job.

“Panorama” newspaper has revealed other details from the SPAK file for the former Deputy Minister of Interior, Rovena Voda, who was arrested on Tuesday on charges of “Exercising illegal influence”. It is suspected that she took bribes from two citizens, Florida Beu and Majlinda Hasani against their appointments. An investigation has been launched in 2019 for another case where the lawyer Majlinda Hasani, who practices in Durrës, has been wiretapped. On February 13, 2020 the lawyer, Florida Beu and Rovena Voda hold a meeting with each other. Beu has asked the deputy minister to favor him for employment. Voda said: “The boss can not do it, but can fix it as a specialist.” Rovena Voda called a person in the Department of Public Administration, telling him that he would be fixed by a specialist. Majlinda talked to Florida and according to the Prosecution, they gave her the amount of 1 thousand euros in an envelope.
After this moment, Florida says to Majlinda: “It occurred to me not to need more money. “That at least put us in a good place.” After this moment, Majlinda is heard saying: “Leku throws the water upwards”, and that “now Rovena answers us immediately”. On February 28, 2020, the three women met and Florida Bey applied for 11 vacancies in the Ministry. Florida called her mother and told her “with the money that Gerti will bring me, I will give something to that Rovena that I feel obliged”. The third meeting was filmed and held in the Port of Durres, where he also received a box of fish as a gift. On the other hand, according to SPAK, it is suspected that Rovena also received a telephone. According to verifications, Florida Bey, was not declared the winner in any of the countries where she applied.

Former Deputy Minister of Interior, Rovena Voda, has been arrested with a decision of the Special Court, accused of “Exercising illegal influence”. On Tuesday evening, the State Police executed the measure “House arrest” given in absentia by the GJKKO, at the request of the SPAK. Sources from the Special Prosecution Office said that Voda, who has been acting Deputy Minister of Interior since May 2017, when she replaced Elona Gjebrena until a year ago, is accused of receiving benefits from Florida Bey and Majlinda Hasani against the appointments of their on duty.

The Special Prosecution, officially said that, from the investigative actions carried out for this criminal proceeding in cooperation with the Judicial Police of the State Police Directorate, concrete evidence has been obtained and collected, from which reasonable suspicions have been created that the citizen Rovena Voda, in the capacity of Deputy Minister of Interior has received and received monetary benefits and unfair material benefits from citizens Majlinda Hasani and Florida Bey.
VODA WAS INVESTIGATED BY THE SPECIAL PROSECUTOR’S OFFICE FOR “EXERCISE OF ILLEGAL INFLUENCE”
The official announcement of SPAK states that, from the investigative actions carried out, concrete evidence has been obtained and collected, from which reasonable suspicions have been created that the citizen Rovena Voda, in her capacity as Deputy Minister in the Ministry of Interior has accepted and received monetary benefits and unfair material benefits from citizens Majlinda Hasani and Florida Bey. Unfair monetary and material benefits in this case were given and accepted in order for the citizen Rovena Voda to illegally exert influence on other persons exercising public functions, in order to unfairly favor the citizen Florida Beu so that the latter to be appointed a civil servant in the executive category.
“In the framework of the preliminary investigations of this criminal proceeding, at the request of the Special Prosecution against Corruption and Organized Crime in Tirana, with decision no. 57, dated 13.07.2021 of the Special Court of First Instance for Corruption and Organized Crime in Tirana, it was decided: Assignment to the citizen Rovena Voda of the personal security measure ‘house arrest’, as a suspect for the criminal offense ‘Exercising influence illegal to persons exercising public functions’. “Also, ‘house arrest’ has been imposed on the citizens Florida Bey and Majlinda Hasani, as suspects for the same criminal offense”.
