The final report on the April 25 election analysis created dissatisfaction among political leaders entrusted with leading the election campaign. It seems that the most dissatisfied were the two deputy leaders of the Democratic Party, who could not hide their opposition. The first to react against the General Secretary of the Democratic Party was the political leader of the Korça region, Edmond Spaho.
Sources from the meeting within the DP leadership inform the newspaper “Panorama” that Spaho addressed the number two of the DP, telling him that the report does not reflect the truth. According to Spahos, it cannot be said in the report that the Korça region did not meet the expectations when the target was 5 seats and the same number of seats were taken, while the analysis focuses on the number of votes.
Meanwhile, the other deputy chairman of the Democratic Party, Edi Paloka, who was a political leader in the Durrës region, told the secretary of the Democratic Party, Gazment Bardhi, that the report was not realistic. According to Paloka, the way the information was selected shows that it tends to bring out someone bad and someone good. Meanwhile, one of the best connoisseurs of the electoral process in the blue headquarters who has played a key role in electoral reforms, Oerd Bylykbashi, is said to have said that the objectives set were wrong.
According to Bylykbashi, the target of 705 thousand votes in all of Albania has been small and it seems as if the DP has entered the elections to lose. In response to the accusations against him, the number two of the DP has stated that the methodology of drafting and setting quotas has been set by the consultants. Meanwhile, the second debate has been between Basha and Fatbardh Kadilli over statutory changes. Kadilli has once again presented his political manifesto. On his part, Basha said that the statute of the DP is even more open than the statute of sister parties of the DP in European countries.
FULL DEBATE
Gazmend Bardhi presents the summary of the election analysis report.
Edmond Spaho: The target was conceived incorrectly. I was not given a number of votes. I had it with mandates. I told the mayor that I would get 5 and the SMI 1 mandate and we won. I am an economist and I explain it very well. Projection cannot be done with a number of votes. There in the report Mr. Bardhi, do you say that Korça did not live up to expectations? How do you explain it? I did another analysis. I got the best result. I had a target of 5 seats, I won 5 seats.
Oerd Bylykbashi: I do not know who put these projections ahead, because I was not a political leader and I had no information. The vote projection was wrong. It had to be a mandated projection.
Grida Duma: I must emphasize that I raised the issue of calculating the target from the first moments of launching the campaign. And I am emphasizing that this has nothing to do with me, but with the merit and concrete analysis of others. The number of votes is not set as an objective, but the percentage in relation to the opponent and the percentage in relation to how many voters have participated from one election to another. During the campaign we did not focus on this issue, because we had other priorities, but this should have been fixed in the final report.
Edi Paloka: This document is not realistic. It does not reflect what political leaders have written in their reports. The document needs to be changed, we can not approve it in this way as it is drafted. This report has been biased and it turns out one worked well, another did not.
Gazmend Bardhi: The analysis methodology was not done by me, but was done according to a plan made by the consultants. The analysis was made on the basis of that methodology. Fatbardh Kadilli: The result must be seen carefully, the analysis stimulates the emulation. Someone better, someone worse. The ratio in terms of external factors is good, while for internal factors they have not been evident, while they should have been.
Gazment Bardhi: The analysis for the internal factors, branch by branch, will be done in a second phase, in September.
Fatbardh Kadilli: This analysis does not mention the problems related to the performance of the DP, how the structure reacted, the time of field trip, the quality of the lists.
STATUTORY CHANGES
Gazment Bardhi: The commission for statutory changes agreed by a majority vote, with one vote against passing only Basha’s draft. In the debate on the statutory changes, Fatbardh Kadilli briefly presented his draft proposals to the DP leadership.
Lulzim Basha: What is to be integrated into the statute by your proposals, when we agree on the administration and the political part. So I added the secretariats. For the administration to be bigger and to separate the political organization from the administration. How many of you have participated in thematic sections. They come out now and say we need a program, while we were the only ones who had such a thing.
Edi Paloka: What is this discussion now ?! Are these conversations? Statutes, statutes. But why will we defeat Edi Rama with the statute. Agree there are some things that need to be improved but we need to think about strategies on how we should deal with Rama.
Eno Bozdo: As a start, I want to clarify that yesterday in the Statutory Amendments Commission I did not vote for, against or abstain. But I did not take part in the vote because I was against the way the Commission proceeded. I was of the opinion that political decisions are not taken by the Commission, but we should have presented them to the DP leadership. But, I was not against your proposal (led by the leader of the Democrats Basha. Lulzim Basha: Ok!
Eno Bozdo: Meanwhile, regarding the meeting of the National Assembly. Time is very short and the agenda cannot be changed, but I think we should not just go by mentioning the electoral massacre. We must be trustworthy to them and we must find a way (which you must find, Mr. Basha) to show in front of the members of the Assembly that we also take responsibilities. The party must correct its defects. While the sections need to function and be legitimized and given importance.
Edmond Spaho: It is not a bad thing to have sections. We have now created sections to have a chair.
Edi Paloka: It is not true that there are no sections. Within a polling station there are three different sections. Florion Mima: In ’91 when we created it, we copied the Socialist Party. They had core organizations while in sections. This is not the time for debate. Let’s not focus on something that is not a matter of statute.
Grida Duma: Changes in the submitted statute have a valid tendency to set a set time for the performance of works. Also, the addition of the county political leader addresses that each county has a political figure all the time, not a few months before the campaign. Relating to the structure and evaluating the structure of the party is the foundation no matter how many other dimensions we will build. On the other hand, we all know that the% statute is not a political platform. After the statute, other challenges of strategy and political decisions await us, which are more important than the changes in the statute. At the end of the debate, the DP leadership unanimously approved the 4 items on the agenda. Meanwhile, it is learned that on Saturday in the National Assembly of the Democratic Party, the political leaders of the regions will speak for 10 minutes. It is learned that they should focus their discussion on electoral massacres.
