Vladimir Putin personally authorized a covert spy agency operation to support a person he describes as “Mentally unstable.” It is about former US President Donald Trump in the US presidential election in 2016. During a closed meeting of the Russian National Security Council, Putin also spoke about the election in America, while everything is documented with facts.
The main meeting took place on January 22, 2016, with the Russian president, his espionage chiefs and the most important ministers. They agreed that a Trump-led “White House” would help secure Moscow’s strategic objectives, as there would be social unrest in the US and a weakening of the US president’s negotiating position. Russia’s three spy agencies were ordered to find practical ways to support Trump.
Reports – “Jo 32-04 vd” – classified as secret. It says Trump is “the most promising candidate” from the Kremlin’s point of view. The word in Russian is “Perspective”. There is a brief psychological assessment of Trump, which is described as a “Impulsive, mentally unstable and unbalanced individual suffering from an inferiority complex.”
While in parallel Trump had won the race within the Republican Party. The Guardian has asked the Kremlin for clarification, but Putin’s spokesman Dmitry Peskov said the whole plot was a fabrication.

But there is no doubt that the meeting in January 2016 took place – and that it was called within the Kremlin. An official photo of the meeting shows Putin at the top of the table, sitting under a Russian Federation flag and a two-headed golden eagle.
The then Russian Prime Minister, Dmitry Medvedev, attended, along with veteran Foreign Minister Sergei Lavrov. Also present was Sergei Shoigu, Minister of Defense in charge of GRU; head of the Russian military intelligence agency; Mikhail Fradkov; the then head of the Russian SVR foreign intelligence service; and Alexander Bortnikov, head of the FSB spy agency. Nikolai Patrushev, the former director of the FSB, also served as secretary of the security council. According to a press release that day, the discussions at the meeting were about the country’s economy and Moldova.
The first document from the Guardian hypothesizes that the real and secret purpose of the Security Council was to discuss confidential proposals drafted by the analytical service in response to US sanctions against Moscow. The author appears to be Vladimir Symonenko, a senior official in charge of the Kremlin’s expert department – who provides Putin with analytical materials and reports, some based on foreign intelligence.
The measures were effective immediately after Putin’s signing. The spy bosses were given a little over a week to come up with concrete ideas, to present by February 1st. But Putin has consistently denied allegations of meddling in Western democracy. But weeks after the meeting, GRU hackers raided the National Democratic Committee (DNC) servers and then released thousands of private e-mails in an attempt to undermine Clinton’s election campaign.
