Competition is opened for the design, construction, operation, maintenance and concession transfer of Saranda International Airport. The selection of the winning bidder will be based on an open competitive procedure, according to the qualification and evaluation criteria specified in the procurement documents.
The duration of the concession contract (Public-Private Partnership, PPP) is 35 years from its entry into force. The estimated value of the project is 34.3 million euros (excluding VAT). The deadline for submission of bids is September 23, 2021. Bidding companies must meet the criteria of experience in construction or renovation projects of at least one airport where the renovation consists of the passenger terminal; runway and accommodation (category 3C or art), over the last 10 years, with a capacity of 1 million passengers or more.
Procurement documents stipulate that the concessionaire will continuously develop and update (every 5 years) the master plan of Saranda International Airport, including forecasts for passenger flow, security, new investments, etc.
In the 3 phases of operation of the airport with concession in the first 5 years of operation it is foreseen that the passenger terminal will accommodate not less than 130 thousand passengers / year or 300 passengers per hour. In the second phase after 5 years of operation, the flow of passengers is expected to be 300 thousand passengers / year. The third phase, which coincides with 10 years of activity, the flow of passengers is expected to be 700 thousand per year.
The terminal will be designed and maintained with the aim of expanding the airport’s capacity to 2 million passengers per year. The total area of the new terminal in the first phase will be at least 5,000 square meters.
The tender documents state that the concessionaire will respect Albanian standards and practices for security, border control (immigration) and customs. As soon as retail trade activities, such as bars and restaurants are available from the start of terminal operations.
Saranda Airport is located about 6 km away from the city of Saranda, near the national road, 20 m above sea level. In the perimeter of the project area distanced from it are the villages Cukë, Caush, Aliko, Neohor, Dritas, Plaga e Re, Skate. On the western side, the project area is bordered by the hills where the village “Lëkurës” lies with its castle and beyond the hills lies the city of Saranda. The Bistrica River flows through the project area along this side. On the south side it is bordered by Butrint Lake.
