Some of the wiretaps in the SPAK investigation file for the 11 arrested in Lushnja are revealed, among them the head of the Municipality of Lushnja, Fatos Tushe, who was fired by Prime Minister Rama after being handcuffed.
As it turns out from the investigation, Tushe is accused by the prosecution body of interfering by favoring an illegal construction.
In the investigative file, Tushe comes out talking to a businessman who complains that one of the inspectors has blocked the construction works.
“For the court, in relation to these episodes, it was announced that the citizen Fatos Tushe communicates with a person named Ismail Blliku, with no. 069 ****** 8, with whom he talks about a construction he is carrying out in the village of Shegas and about the fact that an inspector named FL has stopped the works, while the citizen Fatos Tushe in the capacity of Mayor i he says to speak on his behalf. ”- it is said in the investigative file.
The intercepted conversation between the citizen Ismail Blliku and the mayor Tushe took place at noon on March 5, 2021 around 11:45.
Blliku: Hello Mayor, I am Ismail Blliku, from Shegas, we talked together… I rented a house there and Fatos Lulja came to me and suspended my works…
Tushe: Okay, tell him I talked to the mayor and the phone… I told you I think .. this phone is not for these types of conversations take the road… you where Shegas is and come tell me here… the phone is not for these types of conversations … bye….

The file states that in the observation reports in front of the health center a one-storey building is being built which was in the first phase of construction works.
This facility is suspected to be the construction for which the citizen Ismail Blliku talks to the mayor Fatos Tushe, requesting his intervention so as not to have problems with the construction inspectorate who had gone to inspect this facility.
So, it refers to this stage of the investigation, that an illegal construction has been ascertained, which is not reported as such, as a result of the intervention of Mayor Tushe, already put under investigation. INVESTIGATION AND CHARGES
The mayor of Lushnja, Fatos Tushe and other officials of this municipality arrested the day before by the State Police by order of the Special Prosecution against Corruption and Organized Crime, are charged with corruption and abuse of office.
It is about a tender of 24 million ALL for the rehabilitation of the irrigation canal in the village of Bishqethem and Bitaj of the Administrative Unit of Kolonjë. The tender for this work was opened on July 23, 2020 with a limit fund of 23 251 341.00 ALL, with open procedure. According to the tender data, which closed at the end of August last year, three companies participated in the competition, including the company “Euro Alb SHPK”, owned by Bujar Murati.
Murat’s company was announced the winner of the tender in question with the limit fund made available by the local government of the Municipality of Lushnja. Through forgery of documents, according to SPAK, the company “Euro Alb SHPK” managed to win the tender of the Municipality, assisted by local officials. The company was established in Bulqiza in 2006 and has a capital of 55 million ALL, while its activity is in the field of construction.
At the head of the abuse scheme was Flamur Peqini, director of the Public Assets Enterprise and former head of the Construction Inspectorate in Lushnja, as well as officials subordinate to him. From wiretaps, field observations and transaction controls, it has resulted that the officials of this institution, the tender money was transferred fictitiously to private companies. “In order to investigate this criminal proceeding, special means and methods of investigation have been used, alternating with the traditional methods of investigation”, it is stated in a statement of SPAK.
In addition to the owner of the company “Euro Alb SHPK”, Bujar Murati, businessman Ibrahim Lami, administrator of the company “Loti shpk”, suspected of committing the criminal offense “Forgery of documents” committed in collaboration, also ended up in handcuffs. The company in question, according to documents in the National Business Center, is based in the area of FushëKrujë and was established in 2003. According to the extract in the NRC, it deals with the commercial activity for wholesale and retail sale of a variety of goods including collection of medicinal plants. While the concrete charges against him are still unknown. Tushe is one of the highest-ranking officials arrested so far by the SPAK.
