The Competition Authority has been asked to submit amendments to the law “On protection of competition” within this year.
This is at least one of the seven tasks left by the Albanian Parliament for this institution. Evaluating some measures taken last year for the markets that have been put under investigation or monitoring, the Assembly has requested that the same practice be continued this year.
According to the draft resolution, point one states that the Competition Authority should continue monitoring, investigation and analysis in markets sensitive and with a direct impact on consumer welfare, but also for other markets referring to similar practices of EU countries such as the market. of audiovisual media, port services and the digital economy sector.
The Competition was also asked to further expand its intervention in the legislative process by not focusing on the evaluation of the draft of a new legal proposal but also on the evaluation of existing legislation in order to identify the undesirable consequences that a law may have had. , harmonizing this intervention at national and local level.
Another task is to organize more trainings / seminars in the field of public procurement for the contracting authority and the business community in order to be guided towards the optimal design of public procurement procedures, to avoid collusion and bid rigging. (when bidders agree in advance to issue a winning bid undermining competition) and raise awareness of the importance of competition in public procurement.
Competition has been asked to establish effective consultation mechanisms with businesses and social partners to ensure transparency and predictability of competition measures and legislation in the field of competition.
Finally, it is recommended that the Authority increase its efforts to further develop a culture of competition with a special focus on academia, with the aim of providing a generation of professionals who will be trained in the field of competition law and economics. and equipped with the knowledge to address competition policies and regulatory issues.
