The High Prosecution Council has appointed two new leaders in Durrës and Tirana.
Thus in today's meeting, it was unanimously decided that Anita Jella to take the position of Head of the Prosecution, in the Prosecution at the Court of First Instance, Durrës. WHEREAS Genti Xholi the duty of the Head of the Prosecution, in the Prosecution at the Court of Appeals, Tirana for a period of 3 (three) years.
At the end of the meeting, the lottery appointed Mr. Vatë Staka as rapporteur for the promotion procedure for the vacant position of Head of the Prosecution at the Court of First Instance Tropoja.

The High Council of the Prosecution has held today, on 25.05.2021, the next plenary meeting through the on-line platform. The meeting was held in the presence of 10 (ten) members and in the absence of the Chairman of the Council, Mr. Gent Ibrahimi as well as representatives of the Ministry of Justice and assistance programs for the implementation of justice reform, EURALIUS and OPDAT. The meeting was chaired by the Deputy Chairman of the Council, Mr. Alfred Balla.
After being acquainted with the report prepared by the Career Development Commission, the Council decided to terminate and terminate the procedure of promoting the prosecutor Mr. Sali Hasa, candidate for the position of Head of the Prosecution at the Court of First Instance, Saranda. During the verification procedure, the candidate Sali Hasa filed the request dated. 10.05.2021, addressed to the High Council of the Prosecution, in which he asked the Council to resign from candidacy for health reasons.
After being acquainted with the reasoned decision of the Special Appellate Panel (KPA) addressed to the High Council of the Prosecution, which decided to amend decision no. 173, dated 01.07.2019, of the Independent Qualification Commission and dismissal of the subject of re-evaluation Artan Madani, the Council decided by a majority of votes, the termination and completion of the procedure of promotion of the prosecutor Mr. Artan Madani, candidate for the position of Head of the Prosecution at the Court of First Instance, Kavaja. Also, the Council unanimously decided to terminate the promotion procedure for the position of Head of the Prosecution at the Court of First Instance, Kavaja.
As a result of the resignation of the only candidate in the race, Mr. Gentian Habazaj, The Council decided to terminate and terminate the promotion procedure for the position of Head of the Prosecution at the Court of First Instance, Berat.
Subsequently, after getting acquainted with the report on the verification of property and image for the prosecutor Albert Murçaj, candidate for the position of Head of the Prosecution at the Court of First Instance, Shkodra, the Council decided to evaluate the procedure of verification of property and image for the prosecutor Albert Murçaj and allow the candidate to proceed with further promotion procedures for the position of Head of the Prosecution at the Shkodra Court of First Instance.
By a majority vote, the Council decided to approve the report on the analysis of the professional skills of the subject of the transitional re-evaluation, prosecutor Saimir Bahiti. A copy of this report shall be forwarded immediately to the Independent Qualification Commission (IQC) and the International Monitoring Operation (IOM).
The Council decided with 10 (ten) votes in favor, approving the report on the initiation of procedures for filling the vacant position of Ethics Advisor at the High Council of the Prosecution. The Ethics Advisor serves part-time for a period of five years, starting from the date of appointment, with the right to be re-elected only once. During the period he will serve as an Ethics Advisor. The burden reduction will be decided in coordination with the head of the prosecution where the candidate for Ethics Advisor comes from.
At the end of the procedures for promotion to the position of Head in the prosecutions of the general jurisdiction, the Council unanimously decided to appoint Mrs. Anita Jella in the position of Head of the Prosecution, in the Prosecution at the Court of First Instance, Durrës and Mr. Genti Xholi in the position of Head of the Prosecution, in the Prosecution at the Court of Appeals, Tirana for a period of 3 (three) years from the date of entry into force of this decision.
Today, with the appointment of the two directors, the Council decided to terminate the temporary appointments as director in the Prosecution at the Court of First Instance, Durrës and in the Prosecution at the Court of Appeals, Tirana. So far, the Council has managed to appoint 4 (four) Prosecutors; in the Prosecution at the Court of First Instance, Tirana; at the Prosecutor's Office at the Court of Appeals, Tirana; in the Prosecution at the Court of First Instance, Elbasan and in the Prosecution at the Court of First Instance, Durrës.
