Ethnic cleansing by administrative means. This is how the passivity of the addresses of the Albanians of the Presevo Valley was considered in the report of the Helsinki Committee for Human Rights in Serbia.
The report entitled “Albanian minority waiting, Presevo, Bujanovac and Medvedja as hostages of Serbia-Kosovo relations”, states that the passivity of addresses aims to reduce the number of Albanians in these municipalities.
In order to reduce the number of Albanians living in the south as much as possible, the state is carrying out the so-called process “Passive settlement of Albanians” working abroad, whether in Western Europe or Kosovo. “This measure is essentially a form of ethnic cleansing through administrative means,” the report said.
As the deadline for complaints is very short and the information of persons about the passivity of the address is missing, Albanians lose the right to complain.
The report also highlights other rights denied to Albanians in the Presevo Valley.
A special problem is the non-recognition of diplomas, which encourages the departure of more educated people belonging to the Albanian elite, who have no employment opportunities in state and public institutions.
