Disability payments are entitled to benefit all persons with disabilities as a result of physical, sensory, intellectual, psychological / mental impairments, congenital or acquired during life due to accidents, temporary illness or permanent, but not for employment-related reasons.
The assessment of the medical condition of these persons is done by the Medical Commission for Assignment of Ability to Work (KMCAP) which is established and functions at the Social Insurance Institute, where part of this commission is also the doctor working for the State Social Service.
Paraplegics and tetraplegics who declare by decision of the Medical Commission for the Determination of Ability to Work (KMCAP) that they have become such, regardless of cause and age, receive payment due to disability. Paraplegic and tetraplegic invalids are provided with official identification evidence. The criteria for giving evidence and its form are defined in the regulation of the Social Insurance Institute and the State Social Service.
Also, according to the conditions defined by law, persons with disabilities, who by decision of the medical commissions for determining the ability to work are determined to need care, can also benefit from a paid guardian.
Application for disability payment
Persons seeking to be commissioned for the assessment of disability, must submit to the sections of assistance and social care of the municipality or commune where they reside the file of specified documents. Specifically in this file you should include the following documents: Certificate of marital status, personal certificate with photo, previous decision of the Medical Commission for Assignment of Ability to Work (KMCAP), which certifies the degree of disability of the person, the application form in the commission when the person is evaluated for the first time, as well as the accompanying epicrisis every time he is re-commissioned ”.
For persons with disabilities for whom the medical commission deems that there is a need for care in addition to the documentation mentioned above, in the file should also add the personal certificate with photos of the caregiver, the statement or the court decision for the caregiver chosen by the disabled person. limited, as well as the forensic report certifying that the caregiver is fit, physically and mentally.
In addition to the documentation provided for persons requesting to be commissioned for the assessment of disability, persons who attend high school or high school, with or without dismissal, must add to the file the following additional documents: Certificate signed by the holder and the school secretary, where the name of the person attending the school, the type of education he / she attends, where it is determined whether it is a normal or repeated school cycle, the school year, the certificate signed by the head and the school secretary for school attendance by the beneficiary (every three months), as well as the notarized copy of the school transcript of each year and the notarized copy of the diploma at the end of high school or high school, a copy of the evidence of the qualification courses, as well as the certificate that he has paid the obligations for each season for high school without dismissal.
Regarding the benefit of the disability payment from the persons who pass for the first time in the commission, the authorities of the State Social Services explain that they were entitled to the benefit of the payment 2 months after the decision in the commission.
Beneficiaries of the disability payment are:
Paraplegic and tetraplegic persons, who are declared by the decision of the Medical Commission for Assignment of Work Ability to have become such, regardless of the cause and age.
Persons with disabilities, who are declared incapable of work by decision of the Medical Commission for Assignment of Ability to Work, as well as persons incapable of work, according to the Medical Commission for Assignment of Ability to Work, who do not meet the legal requirements for benefit of occupational disability pension according to the law of social insurance in the Republic of Albania.
Persons with disabilities, declared as such by the decision of the Multidisciplinary Commission for the Assessment of Disability.
Persons who have been declared work invalids by a decision of the Medical Commission for Assignment of Work Ability, who receive a disability pension and a monthly supplement on it, according to the Status of Work Invalid.
Work invalids who have been employed in enterprises, state institutions, former agricultural cooperatives, military units, as well as conscripts, who suffer from occupational diseases, have been injured at work or have various diseases, and who receive a disability pension, in support of law no. 7703, dated 11.5.1993 “On social insurance in the Republic of Albania”, as amended, or law no.4976, dated 29.6.1972 “On the pension of former members of cooperatives agricultural ”, as amended, receive a monthly supplement on the disability pension, as a disability benefit, from the disability payment fund.

Personal certificate with photos.
The previous decision of the Medical Commission for Assignment of Ability to Work (KMCAP), which certifies the degree of disability of the person.
Direction form to KMCAP, when the person is commissioned for the first time.
The accompanying epicrisis, whenever re-commissioned.

Statement / court decision, for the guardian chosen by the person with disabilities.
The forensic report, which proves that the caregiver is fit, physically and mentally.
For those who attend high school or high school, the relevant certificates are required from the head of the school and the faculty.
