President Ilir Meta has often called for referendums, but what does the constitution say and how do experts interpret it.
In the Commission of Inquiry, expert Erind Mercury said that the President himself has no right to call referendums, but only to set a date by decree.
Meanwhile, the commission is expected to meet next week, which, as the chairman Alket Hyseni said, will be intensive, as it is the last week.

Spartak Braho: Without making analogies with our current president, does the president have the right to organize a referendum?
Expert Erind Merkuri: The president in Albania has no right to organize a referendum, the president sets the date of the referendum. The constitution regulates several articles, which state that there is some kind of discretion when asked by voters. So when they ask for it and not to set it yourself.
The president sets the date by decree, but the president himself does not have the power to hold a referendum.
Klotilda Bushka: Is there a practice of the Constitutional Court, where a treatment is given regarding the powers of the president to hold a referendum? Can you explain this more?
Expert Erind Mercury: The case of the referendum in Korea, was that the president had stated several times that he would request a referendum on his vote of confidence, because the president in Korea is elected by the people.
Even in the Moldovan case, the president demanded a referendum and the Venice Commission was against.
Alekt Hyseni: It is the last week of this commission where we will administer the evidence in this case, to submit it within the deadline to the parliamentary session and to continue with the procedures if there will be a procedure.
