The mayor of Vlora and the members of the municipal council received a request yesterday from the municipality of Vlora for the suspension of the Secretary General of the Municipal Council Agron Gjipali after he has reached retirement age.
The letter asked the members of the Vlora Municipal Council to elect a new general secretary to give space to the young age to join the municipality. The members of the Municipal Council of Vlora consider this tendentious especially now that there are tensions between the parties. According to them, the Municipal Council of Vlora is the only institution that can dismiss the Secretary General and appoint a new one. The City Council is also the only institution that can take over the position of secretary general or appoint a new one.
According to them, Gjipali should stay in office until a new professional is found who can replace him and not be fired immediately. The members of the Municipal Council confirm by a vote where out of 42 members 40 have voted for and 2 against for the incumbent secretary general.
Meanwhile, Leli continues to have a second online meeting with the leaders of the institutions of the municipality of Vlora where he argued his answer why the secretary should not continue in office
‘I want to clarify the public opinion, in this extraordinary online meeting, that the secretary of the Municipal Council, although appointed by the Municipal Council does not have the status of council member elected by the people. His functions are administrative and the position has no time mandate. The relations of the secretary are regulated by labor legislation. I also emphasize that no dismissal has been made! The Secretary of the Municipal Council, Agron Gjipali, just like some other colleagues who have worked in the Municipality of Vlora, during these days, have been informed that they have met the conditions to benefit the old age pension. ‘- says Leli.
