Although Albania has made a fundamental reform of the justice system, putting in place new institutions and a lengthy vetting process for judges and prosecutors, Albania has taken steps back in the 2020 Global Rule of Law Index published by World Justice Project, an international institute based in the United States focused on law research.
In the global index of 2020, which included 128 countries, Albania was ranked 78th, for the quality of the functioning of justice, deteriorating in the ranking of 4 countries compared to 2019.
Also in the total rating Albania received 0.5 points with a decrease of 0.01 compared to 2019. The rating is made from 0 to 1, where closer to zero means poor rating and close to 1 high rating.
Albania had the worst ranking in the Region and also had the highest deterioration of the index from other countries compared to 2019.
Serbia was ranked 75th and improved by 5 places compared to 2019.
Bosnia was ranked 64th with a two-place deterioration compared to 2019.
Macedonia ranked 58th with a deterioration of 1 country compared to the previous year.
The best ranking in the region was held by the justice system in Kosovo, ranking 54th out of 128 countries in the study, maintaining the same position as in 2019. From the countries of Eastern Europe and Central Asia, Albania had the largest deterioration in the quality of the justice system in the country during 2020.
Albania received very low points in the fight against corruption, in which it was ranked 100th out of 128 countries and also received low marks in government services in the field of justice. Justice and law enforcement by the government received 0.45 and in this regard Albania was ranked 96th out of 128 countries.
Albania received the highest ratings in the field of public order and security, where our country was ranked 36th, and human rights where it was ranked 54th.
According to the index, Denmark, Norway, Finland, Sweden, the Netherlands, Germany, New Zealand, Austria, Canada and Estonia are in the top ten countries for the high quality of justice.
On the other end of the scale, Cambodia, Congo, Egypt, Cameroon, Mauritania, Afghanistan, Bolivia and Pakistan come with the weakest justice system./Monitor
